Amsterdam refrains from keeping out pre-'92 cars

Plans to ban cars produced before 1992 from the Amsterdam city centre have been dropped. Instead, the actual vehicles' emissions will be decisive.

Dutch newspaper De Volkskrant reports that the initial plans to ban all pre-'92 cars "met with strong criticism, amongst others from Minister of Transport Mr. Camiel Eurlings".

According to the definitive plan, awaiting adoption by the municipal council, the actual emissions of a vehicle will determine whether or not it is cleared to enter the city's 'environmental zone'.

The actual emissions are based on the vehicle's Euronorm classification, although it seems yet to be unclear which of the Euronorms will be used. Enforcement will be carried out based on vehicles' registration plates.

"Exempt from the measure will be old-timers [and] special vehicles in use by handicapped (...). Low-income car owners living in the environmental zone will be eligible for a special loan."
